The proposal is based on Nevada case law that prohibits advertisement of sex acts and the use of "escort runners," defined as workers who solicit business for their escort clientele. In the proposal, service escorts are defined as employees who get paid for providing company to clients without offering any kind of sex, including sadomasochistic activities such as flogging and "bizarre costumes. The move would go a step beyond banning prostitution and likely would be upheld in courts, said Marshal Hendrickson, a civil attorney recently hired by the city. Sex workers have moved from street corners to the privacy of the Internet, Nielsen said, so cities need new ways to address the issue. West Valley has had a moratorium on new licenses for sexually oriented businesses. Currently, no escort services are operating in town, Hendrickson said. To obtain licenses, new escort businesses would have to maintain offices that are open to city employees and police officers. Workers also would be required to apply for the cards to work legally but could be denied if they have been convicted of fraud, prostitution, lewdness, conspiracy or working as a sexually oriented escort.
